The City Administrator's office is located inside of City Hall at 222 Oak Street.
Kevin Rule is a municipal executive with extensive leadership experience in both local government and the private sector. On April 14, 2026, he was unanimously appointed City Administrator for the City of Clyde.
Prior to entering public service, Kevin built a successful career in banking and financial services and also owned and operated his own business. In 2014, he began his public sector career with the City of Lubbock, serving as the City’s Debt and Investment Analyst.
In 2018, Kevin transitioned into municipal leadership roles as Finance Director for several Texas cities, including Andrews, Bulverde, Leon Valley, and Granite Shoals. Between his tenures in Leon Valley and Granite Shoals, he served as City Manager for the City of Woodcreek.
Kevin earned his Bachelor of Science degree in Family Financial Planning from Texas Tech University in 1995. He is an active member of several professional organizations, including the Texas City Management Association (TCMA), Government Finance Officers Association (GFOA), Government Finance Officers Association of Texas (GFOAT), and the Government Treasurers’ Organization of Texas (GTOT).
Kevin and his wife, Christy, have three children: Logan, Owen, and Josie.
